Jiangsu Wanwei's annual production of 200000 tons of ethylene based polyvinyl alcohol resin and supporting projects has started!

On November 16, the groundbreaking ceremony for Jiangsu Wanwei’s 200,000-ton-per-year ethylene-based functional polyvinyl alcohol resin project and supporting facilities was held in grand style in Binhai County, Yancheng City.

Zhou Bin, Secretary of the Yancheng Municipal Party Committee, attended the event and officially launched the project. Wu Fusheng, Party Secretary and Chairman of Wanwei Group, delivered the opening address. Also in attendance were Fei Jian, Member of the Standing Committee of the Yancheng Municipal Party Committee and Executive Vice Mayor of the Municipal Government; Vice Mayor Gao Shangde; Wu Qibiao, Secretary of the Binhai County Party Committee; and company leaders Zhang Zhenghe, Liu Bangzhu, Zheng Hongguo, Meng Zhao, Xiang Xueyi, and Sun Xianwu. The ceremony was presided over by Huang Ketao, County Magistrate of Binhai County.

In his speech, Wu Fusheng first extended his sincere gratitude to leaders at all levels and friends from all sectors who have long cared for and supported the company’s development, and extended a warm welcome to the guests present at the groundbreaking ceremony. He stated that after more than a year of in-depth research and scientific evaluation, Wanwei Group decided to establish a 10-billion-yuan-scale polyvinyl alcohol industrial base in the Binhai Coastal Industrial Park. This decision was made specifically to leverage the comparative advantages of the ethylene-based process—which is green, low-carbon, and produces superior quality—while relying on the coastal region’s abundant raw materials and energy resources, convenient port logistics, and plentiful green electricity resources to build an industrial system that combines cost competitiveness with suitability for high-end markets.

Wu Fusheng noted that the 200,000-ton-per-year ethylene-based functional polyvinyl alcohol project now breaking ground constitutes the first phase of the industrial base and is a key construction project under Wanwei Group’s 15th Five-Year Plan. Subsequent projects, including the second phase of polyvinyl alcohol production, VAE, and other new materials such as polymer powder, will also commence construction in due course. Upon completion, the project will further strengthen Wanwei Group’s self-reliance and control over key core technologies, break through supply bottlenecks for high-end functional products, and provide high-quality material support for strategic emerging industries. At the same time, it will actively drive the development of local supporting industries, promote employment and income growth, and create a virtuous cycle in which “state-owned enterprises empower local areas, and local areas support state-owned enterprises.”

Wu Fusheng put forward three requirements for the project’s construction. First, we must demonstrate political responsibility to build a high-quality project, ensuring early completion, early production, and early results, and creating a project that stands the test of time. Second, we must drive industrial upgrading through innovation to deliver more competitive solutions to customers. Third, we must establish a robust ethical and compliance framework to foster a clean and upright project construction environment.

In his remarks, Wu Qibiao stated that Anhui Weiwei Group is a leading enterprise in China’s PVA industry, boasting strong technical capabilities and distinct industrial advantages. Providing excellent service and robust support for the project’s construction is Binhai’s unshirkable responsibility.

The event was attended by nearly 500 people, including relevant officials from the Office of the Yancheng Municipal Committee of Jiangsu Province and Wanwei Group; heads of Wanwei Group’s supporting enterprises; representatives of clients from across the country; and principal officials from the Binhai Port Industrial Park, Haixing Group, and Yancheng Port Group; as well as relevant officials from the four leading bodies of Binhai County and heads of relevant departments.
